A new regulation on ship emission control areas of the Pearl riverdelta, the Yangtze river delta and Bohai sea waters was issued bythe Ministry of Transport of P.R.China
Pls find the applicable objects, the emission control areas range and control requirements as bellows:
Applicable objects
This regulation applies to all the ships which are sailing, anchor aging or working in this emission control areas, excluding military ships, sport ships and fishing boats.
The emission control areas
There are 3 areas, the Pearl River delta area, the Yangtze River delta area and Bohai sea waters, pls find the detailed area ranges as below:
The Pearl River delta area
Sea boundaries：Below sea waters be connected by points A,B,C,D,E,F( excluding Waters of Hongkong and Macao)
A：The coastline junction point of Huzhou and Shanwei
B： The point 12 NM far away from zhengtouyan
C：the point 12 NM far away from jiapeng islands
D：the point 12 NM far away from Jiawei island
E：the point 12 NM far away from Dafanshi island
F：The coastline junction point of Jiangmen and Yangjiang
Inner water range: the inner water rivers administered by Guangzhou, Dongguan,Huizhou, Shenzhen, Zhuhai,zhongshan, fushan,Jiangmen, zhaoqing cities. The core ports in this area are Guangzhou port, Shenzhen port, Zhuhai port.。

The Yangtze river delta area

Sea boundaries：Below sea waters be connected by points A,B,C,D,E,F,G,H,I,J.

A：The coastline junction point of Nantong and Yancheng

B：The point 12 NM far away from waikejiao island

C：The point 12 NM far away from sheshan island

D：The point 12 NM far away from haijiao reef

E：The point 12 NM far away from dongnan reef

F：The point 12 NM far away from liang xiongdi rock

G：The point 12 NM far away from yushan islands

H：The point 12 NM far away from Taizhou islands

I：The point 12 NM far aways from the coastline junction point of Taizhou and Wenzhou

J：The coastline junction point of Taizhou and Wenzhou

Inner water area range: the inner water rivers administered by Nanjing, Zhengjiang,Yangzhou,Taizhou, Nantong,Changzhou, Wuxi, Suzhou,Shanghai, Jiangxing, Huzhou,Hangzhou, Shaoxing, Ningbo, Zhoushanm Taizhou cities.

The core ports in this area: Shanghai port, Ningbo port, Zhoushan port, Suzhouport, Nantong port.

Bohai sea water area:

Sea boundaries: the sea water inside the line of two points, one is the coastlinejunction point of Dalian and Dandong; another one is the coastline junction pointof Yantai and Weihai.

Inner water area range: the inner water rivers administered by Dalian, Yinkou,Jinzhou, Huludao, Qinhuangdao, Tangshan, Tianjin, Changzhou, bingzhou, Dongyin,weifang,Yantai cities.
The core ports in this area are: Tianjin port, Qinhuangdao port, Tangshan port,Huanghua port.

  control requirement

（一） Since Jan 1,2016，All Ships should strictly implement emission control requirements on sulfur oxides, particulate matter and nitrogen oxide as perexisting international conventions and domestic laws and regulations, the portsinside emission control area if necessary can request ship to use fuel with sulfur content ≤0.5% m/m or other measures higher than existing emission control requirements while the ship berthing berth.

（二） Since Jan 1 2017, All the ships berthing at the core ports shall use the fuel with sulfur content ≤0.5% m/m.（excluding one hour after getting alongside and one hour before departure）

（三） Since Jan 1 2018，all ships shall use the fuel with sulfur content ≤0.5%m/m during berthing terminal of core ports.

（四） Since Jan 1 2019，All the ships enter the core ports shall use the fuel with sulfur content ≤0.5% m/m.

（五） Since Dec 31, 2019，Assess the effect of aforementioned control measures to decide below actions to be carried out:

            1. All the ships enter the core ports shall use the fuel with sulfur content ≤0.1% m/m.

            2.Extend the range of emission control area；

            3.other measures。

（六）All ships can use similar alternative measures, for example: shore power, use clean energy, exhaust gas after treatment etc.
