         Recently, the State Council promulgated the "decision of the State Council on Amending and abolishing some administrative regulations" (State Council Decree No. 676th), "on the part of the terms of prevention and control of marine environment pollution regulations" management of the ship was modified, Hebei Maritime Bureau issued "on the implementation of the state Council Order No. 676th notice related matters" (Ji Hai memo [2017] No. 23), the Bureau conducted a survey of relevant requirements are hereby notified as follows:
 
          First,A ship, pollutant receiving unit of ships engaged in garbage, residual oil, oily wastewater, wastewater containing toxic and harmful substances as no longer receiving job approval, but still need to through the online reporting management system for pollution prevention. In the Bureau of the Ministry of the reporting system is not before, the receiving unit shall ship pollutants through the ship pollution prevention management system will be entrusted to Fang Xinxi, the entrusted party information, operation information for reporting, without prior approval to submit material upload. The Marine Department will no longer accept, examine and approve, but can understand the working plan of the receiving unit of the ship pollutant through the system.
 
           Second,The receipt of the certificate of pollution of the ship has been cancelled, and the maritime department no longer accepts the application for the receipt of the pollution of the ship.
           Third,The on-site inspection departments in the pollution prevention to carry out inspections of the ship was no longer check for the handling of ship pollutants receiving proof, check it to receive documents retained pollutant receiving units issued by the ship pollution.
 
            Fouth,The ship pollutant receiving unit for receiving and processing the ship pollutants to the maritime administration for the record, not to submit the administrative licensing decision of ship pollution receiving operation (Hebei Bureau of crisis prevention Office has been modified to related system). The ship pollutant receiving unit for receiving ship pollutants before failing to report, after the operation is not required to ship by the pollutants receiving documents, according to the newly revised "ship pollution prevention of marine environmental management regulations" for processing.
 
             Fifth,Cancel the maritime administrative agency engaged in ship dismantling unit in ship dismantling operations, the ship residue and waste disposal, oil tank (cabinet) in oil storage barge, tank cleaning, washing, explosion etc. pre inspection requirements, on-site inspection in accordance with the "prevention and control of vessel pollution of marine environment management regulations", "People's Republic of China vessels and the relevant operations of marine environmental pollution prevention and control regulations" (Ministry of transport in 2016 eighty-third orders) supervision of the relevant requirements of the ship dismantling operations.
 
             Sixth,The ship pollutant receiving unit of ships engaged in garbage, residual oil, oily wastewater, wastewater containing toxic and hazardous substances receiving operation, not prepare work plans, comply with the relevant procedures, take illegal anti pollution measures necessary, on-site inspection according to the situation.
 
              Seventh,In violation of provisions of the "ship pollution prevention and control of marine environment management regulations", the ship pollutant receiving unit fails to report to the maritime administrative agency receiving ship pollutants, or failing to ship pollutants receiving documents issued, or not in accordance with the provisions of the record ship pollutant receiving and processing report to the maritime administrative agency, the maritime the management agency fined up to 20 thousand yuan.
 
              Eighth,Violation of the provisions of "prevention and control of marine environmental management regulations" ship pollution cases, one of the following circumstances, by the maritime administrative agency at more than 2000 yuan fine of 10 thousand yuan.
 
             One，The ship fails to keep the receipt documents of pollutants in accordance with the provisions;
 
             Two,The fuel supply unit of the ship fails to fill in the fuel supply certificate;
 
             Three,The fuel supply unit of the ship fails to provide the ship with the fuel and the fuel sample;
 
              Four,The fuel supply unit of the ship and the ship does not keep the fuel supply documents and the fuel samples in accordance with the provisions.
 
              Each agent, shipping company and the receiving unit shall notify the relevant ship of the relevant requirements.
